It would make more sense if you ask the guy who posted it in the forum where you saw it.

Regarding the vxl itself, it’s a little bit strange that it was intentionally made asymmetric, thus more difficult. It feels like the author intended to make it animated with walking steps and swinging tail. If it’s really made that way (possibly with the animated caterpillar tread technic) it would be quite an interesting design, despite its overall poor coloring.

Regarding  ...

The picture is from the thread that showcases the program "Voxel Section Editor" and i don't know whether the creator of the program is also the creator of this voxel. Although it's a possibility so i might as well check that.
